Urges the legislative council to establish the Indiana Green Program Task Force to evaluate green space creation and environmental conditions in Indiana communities.

Task force consists of 15 members: six senate members (no more than three from same party) appointed by the president pro tempore, six house members (no more than three from same party) appointed by the speaker, plus designees from the departments of Commerce, Environmental Management, and Natural Resources.

Task force shall explore feasibility of an Indiana green program to acquire and create natural habitats and use green space to promote economic development.

Task force shall recommend legislation for an Indiana green program pilot project that encourages development of high technology products and services for global export related to industrial production practices that create or sustain green space, with focus on computer hardware and software research using Indiana University resources and industrial incubators.

Task force shall seek technical assistance from Indiana University experts in computing sciences, engineering, biological sciences, and economics; from Indiana-based software and computing entrepreneurs; and from state government agencies with expertise in government finance, property valuation, and economic strategic planning.
