Acknowledges that during economic downturns, employers may reduce worker hours to maintain employment for all workers.

Identifies work sharing programs as a tool to reduce unemployment among Indiana residents.

Proposes that if work sharing benefits are established, they should equal the employee's unemployment benefit reduced by a percentage equivalent to the hours reduction under the work sharing program.
