Representative Sullivan was born in Indianapolis in 1959 and earned a Bachelor of Arts in Philosophy in 1984 from Ball State University and IUPUI, followed by a Master of Public Affairs in policy analysis from IUPUI in 2008

Sullivan has over 30 years of volunteer experience and more than 20 years serving on community organizations, boards, and task forces in Indianapolis

Professional experience includes work at IUPUI, Key Renaissance School (Indianapolis Public Schools), Indianapolis Chamber of Commerce, Indiana Department of Education, Christel DeHaan Family Foundation, and Center of Excellence in Leadership
