Amends public records law to add IC 35-42-3.5 (human trafficking crimes) to the list of victim crimes whose names may be withheld from public inspection and copying.

Expands the definition of "sex offender" and "sex or violent offender" to include promotion of human trafficking of a minor and corrects statutory references for sexual trafficking of a minor and human trafficking offenses.

Creates new offense of "promotion of human trafficking of a minor" as a Class B felony for recruiting, harboring, or transporting a child under 16 years of age with intent to engage in forced labor, involuntary servitude, prostitution, or sexual conduct; eliminates child consent as a defense.

Redefines "sexual trafficking of a minor" to apply to persons at least 18 years of age (removing parent/guardian/custodian language) who sell or transfer custody of a child under 16 for prostitution or sexual conduct purposes, maintaining Class A felony classification.

Declares an emergency for the act's effective date upon passage.
