Reestablishes the Office of the Secretary of Family and Social Services (FSSA), the Office of Medicaid Policy and Planning, and related divisions that had expired, validating all actions taken under the expired statutes after June 30, 2011

Removes previously authorized emergency rulemaking authority for the office concerning federal Medicaid waiver programs and federal programs administered by the secretary

Adds new emergency rulemaking authority specifically to comply with the federal Patient Protection and Affordable Care Act (Affordable Care Act)

Codifies the secretary's responsibilities including coordinating family and social services programs, acting as agent to the federal government in welfare matters, administering vocational rehabilitation programs, and cooperating with the state department of health

Requires memoranda of understanding between the Office of Medicaid Policy and Planning and various divisions (Mental Health and Addiction, Disability and Rehabilitative Services, Family Resources, and Child Services) to clarify program responsibilities, billing procedures, and rate-setting policies
