Changes approval requirements for county-municipality reorganizations appearing on ballots after June 30, 2012, requiring only a simple majority vote rather than allowing higher percentage thresholds to be set

Requires majority approval from countywide voters for reorganization proposals to pass

When a "rejection threshold" vote is conducted, requires separate majority approval from both county voters (excluding reorganizing municipality voters) and voters in each reorganizing municipality

Removes provisions that previously allowed reorganization committees to set approval thresholds higher than 50% for countywide votes and rejection thresholds

Preserves existing approval rules for public questions appearing on ballots before July 1, 2012, which allowed variable percentage thresholds set by reorganization committees
