Allows candidates for President nomination to pay a $10,000 fee as an alternative to submitting petitions with 4,500 voter signatures and 500 signatures from each congressional district.

Requires candidates using the fee option to file their request in person with the election division or secretary of state.

Sets the filing deadline for 2012 presidential primary candidates at noon on March 30, 2012.

Requires the election division to certify qualified presidential candidates by April 6, 2012.

Declares an emergency effective upon passage.
