Senate Bill 72 Summary

• Establishes a pilot program in Allen County until July 1, 2015 requiring abortion clinics to meet physical plant safety standards and undergo state inspection at least once per year.

• Requires the state department of health to develop written materials for pregnant women covering fetal development, abortion risks, pregnancy risks, and information about medical assistance benefits and child support liability.

• Restricts abortion-inducing drugs to licensed physicians only, who must examine the patient in person, provide specific information, obtain written consent, and schedule a follow-up ultrasound appointment approximately 14 days after administration.

• Physicians administering abortion-inducing drugs must either have hospital admitting privileges in the relevant county or contiguous counties, or have an agreement with another physician who does.

• Establishes a Class A misdemeanor penalty for violations of abortion-inducing drug requirements, with the exception that pregnant women cannot be penalized.
