Establishes a 9-member redistricting commission to create and recommend plans for redrawing Indiana's state legislative districts (100 House, 50 Senate) and congressional districts following each federal decennial census

Requires each appointing authority (House Speaker, House Minority Leader, Senate President Pro Tempore, Senate Minority Leader) to appoint 2 commission members, with a 9th member serving as chair who must be a retired judge

Prohibits commission members from having served as legislators, candidates for office, appointed officials, lobbyists, or campaign treasurers within 6 years of appointment

Mandates at least 3 public hearings (one each in northern, central, and southern Indiana) by June 30 of redistricting years, with final recommendations due to the general assembly by August 1

Makes it a Class D felony for agency employees or contractors to knowingly use political data (party registration, voting history, election returns) in creating or evaluating redistricting plans
