Requires at least one member appointed to a redevelopment commission by the municipal executive or county executive to also be a school board member of a school corporation serving the redevelopment commission territory, effective after December 31, 2012.

Changes the school board member from a nonvoting adviser position to a full voting member of the redevelopment commission with the same powers and responsibilities as other members.

Removes the nonvoting adviser provisions that previously prohibited the school board member from being considered a commission member, receiving salary or per diem, and limited their term to two years.

Clarifies that redevelopment commissioners who are school board members are ineligible to receive salaries or per diem, but non-school-board-member commissioners may receive salary, per diem, or expense reimbursement.

Applies to counties other than Marion County and takes effect January 1, 2013.
