SB 181 Summary

• Prohibits state agencies, including state-supported colleges and universities, from regulating the possession or transportation of firearms, ammunition, or firearm accessories on state-owned or state-leased property, effective July 1, 2012.

• Voids all existing state agency rules, policies, measures, and enactments concerning firearm possession or transportation on state property enacted before, on, or after June 30, 2012.

• Provides exceptions allowing restrictions on firearms in courtroom buildings, prohibitions on intentional firearm display at public meetings, event-specific rules by private promoters, and restrictions in buildings with metal detectors and law enforcement screening at all public entrances.

• Allows licensed handgun carriers to carry in state buildings with metal detection and law enforcement screening, except courtrooms.

• Permits individuals and firearm advocacy organizations adversely affected by violations to sue state agencies for declaratory and injunctive relief, actual and consequential damages, court costs, and reasonable attorney's fees.
