Requires the Commission for Higher Education to develop a common course numbering system for all courses in the core transfer library, with each state educational institution mapping its unique course numbers to the state system

Mandates state educational institutions create a statewide transfer general education core of at least 30 semester credit hours by December 1, 2012, with implementation by May 15, 2013

Students who complete the statewide transfer general education core at one state institution cannot be required to take additional general education core courses when transferring to another state institution, regardless of whether they earned an associate degree

Transfer students who did not complete the general education core must complete the requirements at their new institution but receive credit for equivalent courses already completed

Students holding an associate of arts or associate of science degree approved by the commission are credited with at least 30 semester hours toward general education requirements at four-year state institutions
