Defines "sexually oriented business" to include adult arcades, bookstores, video stores, cabarets, motion picture theaters, semi-nude model studios, and sexual encounter centers.

Prohibits establishment of sexually oriented businesses within 1,000 feet of schools, houses of worship, day care facilities, libraries, parks, residences, or other sexually oriented businesses.

Prohibits persons with convictions for specified criminal acts (sex offenses, prostitution, human trafficking, obscenity, money laundering, or tax crimes) within 8 years from having an influential interest in a sexually oriented business.

Establishes operational requirements including stage height of at least 18 inches, room size of at least 600 square feet, 6-foot minimum distance between seminude employees and patrons, unobstructed sightlines from operator stations, and prohibited hours of operation between 12 a.m. and 6 a.m.

Prohibits alcohol sales or consumption on premises, prohibits minors under 18 from entering, prohibits employees in seminude condition from touching patrons, and designates repeated violations as an indecent nuisance subject to abatement.
