Requires candidates for local offices and school board positions to file statements of economic interests with their declaration of candidacy, petition of nomination, or write-in declaration, effective January 1, 2013.

Establishes new Chapter 9 under IC 3-8-9 specifying statement content requirements including employer information, sole proprietorships, partnerships, limited liability companies, and corporate officer/director positions for the filer and spouse.

Mandates circuit court clerks reject declarations of candidacy that do not include the required statement of economic interests for local and school board office candidates.

Removes exception allowing county executive and fiscal body members relocated outside their district due to state property acquisition to complete their terms.

Declares an emergency for the act's effective date provisions.
