• Establishes a 10-year evaluation and termination cycle for all state agencies and programs, with agencies automatically terminating unless the General Assembly enacts legislation to continue them.

• Creates evaluation committees composed of 16 legislative members (8 from each chamber, with balanced party representation) to oversee evaluations directed by the Legislative Services Agency.

• Requires Indiana University, Purdue University, Ball State University, Indiana State University, and University of Southern Indiana to develop internship programs where students receive college credit for performing agency evaluations under faculty oversight.

• Schedules specific state agencies for evaluation and potential termination in phases beginning July 1, 2012 through July 1, 2020, including education, health and human services, transportation, public safety, and environmental agencies.

• Allows the governor to delay agency termination for one additional year by executive order if beneficial to state services, safety, economy, environment, or public well-being, and appropriates necessary funds to implement terminations.
