Requires nonpublic schools enrolling students on choice scholarships to administer the ISTEP program test to those students and report results to the Indiana Department of Education

Mandates the department compile and publish choice scholarship student test scores aggregated by state, school district, and individual school, disaggregated by age, race, gender, socioeconomic status, and years of program participation

Requires nonpublic schools receiving choice scholarship students to adopt uniform financial accounting standards and submit annual independent financial audits to the department

Limits eligible schools to using no more than 3% of choice scholarship funds for administrative expenses, including eligibility determinations, student selection, record-keeping, and parent assistance

Requires school principals to annually certify under penalty of perjury that their school complies with testing, financial reporting, and other program requirements
