SB 232 Summary

• Requires unemployment insurance hearings before administrative law judges or review boards to be held in person with all interested parties and witnesses present if any party objects to a telephone hearing.

• Permits individuals to receive unemployment benefits when voluntarily separating from employment to relocate with a spouse who is an active-duty armed forces member required by the military to relocate to another labor market.

• Directs the Department of Workforce Development to amend administrative rules (646 IAC 5-10-3, 5-10-11, and 5-10-24) by December 31, 2012 to implement the telephone hearing objection provisions.

• Defines "interested party" in unemployment proceedings to include the claimant, affected employers, base period employers, employers making job offers or referrals, and the claimant's last separating employer.

• Takes effect upon passage for hearing provisions and July 1, 2012 for other provisions.
