Establishes the Department of Child Services (DCS) Evaluation Committee composed of 14 members including 4 state senators, 4 house representatives, 2 judges, 2 child advocacy organization employees, the DCS ombudsman, and a foster parent representative.

Committee chair is appointed by the chairman of the legislative council and must submit a final report to the legislative council before November 1, 2013.

Committee is tasked with evaluating DCS laws and procedures including funding, personnel, child placement, child welfare programs, family preservation services, and the DCS ombudsman office, then recommend modifications to the general assembly.

Requires the DCS ombudsman's office to employ at least three full-time employees to receive, investigate, and resolve complaints.

Effective date is July 1, 2012.
