Establishes authority for the Indiana Department of Transportation to adopt rules designating highways as "extra heavy duty highways" and removing such designations.

Designates 23 specific highway segments in Indiana as extra heavy duty highways, including routes in the Gary, East Chicago, South Bend, and Fort Wayne areas.

Sets maximum size and weight limits for vehicles operating with special weight permits on extra heavy duty highways, including 134,000 pounds gross weight limit and 18,000 pounds single axle weight limit, with exceptions for specific routes.

Requires the Department of Transportation to establish safety enhancement procedures in cooperation with state and local police departments on extra heavy duty highways.

Provisions expire on the later of December 31, 2014, or the date final rules are adopted by the Department of Transportation.
