Requires the Indiana Department of Education to develop model educational materials and a model policy on criminal gang activity by July 1, 2013, in collaboration with the Indiana Criminal Justice Institute and Department of Child Services

Mandates every school corporation, including charter schools and Indianapolis public schools, establish a written criminal gang policy by June 1, 2014, and publish it on their website, in student handbooks, and other appropriate locations

Requires school corporations to create educational gang awareness programs for students, employees, and parents, as well as employee training programs on implementing the gang policy

Obligates school employees who have reason to believe a student or employee has engaged in criminal gang participation, intimidation, or recruitment to immediately report to the principal, who must then notify local law enforcement

Provides civil and criminal immunity for individuals who make good-faith reports of criminal gang activity or participate in related judicial proceedings, and allows the Indiana Safe Schools Fund to be used for gang-related training and outreach
