Requires the Indiana Secretary of State to establish a child protection registry where parents can register minors' email addresses, phone numbers, instant message identities, and fax numbers to block adult-oriented communications

Prohibits sending communications that advertise products minors cannot legally purchase or contain material harmful to minors to any contact point registered for more than 30 days

Requires senders of adult communications to check the registry before sending, paying fees up to $0.03 per contact point or $72,000 annually

Imposes civil penalties of $10,000 for first violations and $25,000 for subsequent violations, with each communication to a registered contact counting as a separate violation

Implementation timeline: email addresses by July 1, 2013; instant messages by January 1, 2014; phone numbers by July 1, 2014
