Removes the requirement that circuit court clerks attend court sessions and eliminates the per diem payment clerks previously received for court attendance

Allows individuals elected or selected as circuit court clerk to count training hours completed between election/selection and taking office toward the mandatory 15-hour (first year) and 40-hour (three year) training requirements

Requires court costs and fees to cover only the initial certified mailing to each party at a single address; subsequent certified mailings must be paid by the requesting party

Authorizes clerks to retain up to $3 as an administrative fee when someone overpays for a license by at least $3, with the fee deposited into the clerk's record perpetuation fund

Effective date: July 1, 2012
