Establishes the office of the child advocate within Indiana state government, consisting of one child advocate appointed by the governor.

Child advocate's term expires when the appointing governor's term ends or the governor leaves office; can only be removed for neglect of duty, misfeasance, malfeasance, or nonfeasance.

Child advocate duties include securing children's legal and civil rights through public education and legislative advocacy, reviewing child protection policies and procedures, and referring abuse or neglect complaints to the department of child services.

Requires child advocate to submit an annual report to the governor and legislative services agency by July 1 each year describing activities, status of children in Indiana, and program administration.

Prohibits child advocate from commencing or participating in court actions; establishes office records as public except for confidential records pertaining to individual children's care and treatment.
