Establishes boards of registration in Monroe County (population 135,000-138,000) and Tippecanoe County (population 170,000-175,000), each consisting of two members appointed by major party county chairmen plus the circuit court clerk serving as an ex officio member

Repeals the Tippecanoe County Board of Elections and Registration, transferring all assets, liabilities, and personal property to the new board of registration effective July 1, 2012

Prohibits appointed board of registration members from being the county chairman making the appointment, a relative of that chairman, a candidate for elected office, or a member of a candidate's committee

Requires board of registration members and employees to follow county personnel policies, rules, and procedures, with participation in county employee benefits subject to county fiscal body approval

Defines "relative" for appointment restrictions to include spouse, parents, children, siblings, nieces, nephews, aunts, uncles, and in-laws, with adopted and half-blood relatives included
