Amends IC 20-51-1-4.5 to expand eligibility for choice scholarships effective July 1, 2012.

Adds siblings of students already receiving choice scholarships as eligible to receive scholarships without meeting the prior public school enrollment requirement.

Allows siblings to receive choice scholarships without first attending two semesters in a public school or receiving a scholarship from a scholarship granting organization.

Modifies definition of "eligible individual" to include three categories: prior public school enrollment, prior scholarship recipients, and siblings of current choice scholarship recipients.
