• Requires state agencies to accept public comments submitted electronically on proposed rules, with electronic comment options available on the same date as public hearings.

• Mandates the Indiana Economic Development Corporation (IEDC) to disclose all records related to taxpayer-funded economic development incentives under open records law and publish annual job creation incentives and compliance reports on the state expenditure website.

• Requires IEDC and Department of State Revenue to compile information on all job creation incentives granted, including aggregate amounts of uncollected or diverted state tax revenues, and include this data in the annual report.

• Requires job creation incentive recipients to submit annual compliance reports detailing jobs created or retained, employee wages, and compliance with agreement terms; establishes recapture provisions allowing IEDC to recover incentives from recipients failing to meet capital investment, job creation, or wage commitments.

• Adds definitions for full-time employees, full-time permanent jobs, new employees, retained employees, temporary jobs, and job creation incentive agreements to IEDC laws; effective July 1, 2012.
