Creates licenses for nonresident roe harvesters and dealers in addition to resident licenses for harvesting, possessing, and selling roe from shovelnose sturgeon, paddlefish, and bowfin.

Requires individuals to keep roe intact inside the fish body until sale to a licensed roe dealer and prohibits selling roe to unlicensed dealers.

Establishes minimum application fees of $1,000 for roe harvester licenses and $5,000 for roe dealer licenses.

Allows the Natural Resources Commission to set license fees above the minimums as necessary to offset department costs, with the department limiting the total number of licenses available.

Effective July 1, 2012.
