SB 361 Summary

• Prohibits the I-Light network from offering or providing communications service to the public or any private or governmental entity after March 31, 2012.

• Creates exceptions allowing I-Light to provide communications service for 911 and emergency/law enforcement purposes, to state and private postsecondary educational institutions for students/faculty/staff, and to public broadcasting member licensees.

• Restricts I-Light membership and network use to state educational institutions and private postsecondary educational institutions after March 31, 2012, with grandfather clause for non-educational members who joined before April 1, 2012.

• Preserves all contractual rights, duties, and obligations owed to private persons under communications service contracts entered before April 1, 2012, including liens, security interests, royalties, and other interests.

• Takes effect upon passage with an emergency declaration.
