Establishes a committee appointed by the legislative council chairperson to evaluate state agencies and programs on a rotating schedule from 2012 to 2026.

Requires evaluation of commerce and economic development agencies (including the Indiana Economic Development Corporation) to begin in 2012, with subsequent evaluations of other agency categories scheduled through 2026.

Mandates that for commerce and economic development agency evaluations, any savings resulting from committee recommendations must include cost estimates and be transferred to the capital access account.

Effective July 1, 2012.
