Requires licensed manufactured home installers to place safety decals in two locations (electrical panel and near HUD tag/label) in homes installed after December 31, 2012.

Authorizes the manufactured home installers licensing board to charge up to $25 per safety decal issued and up to $1,000 in civil penalties for violations.

Requires utilities furnishing electric service to manufactured homes to submit monthly reports to the board beginning February 1, 2013, confirming whether safety decals are properly displayed.

Establishes the licensed installer safety decal compliance fund, administered by the board, to be funded by safety decal fees and civil penalties collected for violations.

Makes the fund continuously appropriated and specifies that fund money does not revert to the state general fund at the end of each fiscal year.
