Senate Bill 411 Summary

• Establishes a statewide salary cap limiting compensation for public officers, employees, and contractors to the governor's salary across all branches of state government, political subdivisions, and state educational institutions.

• Applies the salary limitation to individuals funded wholly or partially through state or local appropriations, taxes, or fees, excluding expense allowances and salary reduction agreements under Internal Revenue Code Section 125.

• Creates an exception allowing state educational institution employees and contractors to receive supplemental compensation from endowments that are funded by gifts, bequests, or other non-tax, non-appropriation sources.

• Takes effect July 1, 2012, and modifies Indiana Code Chapter 5-10-16.
