Requires the Indiana Department of Education to evaluate curricular materials for alignment with academic standards and reading level appropriateness, with updated evaluations required within 18 months of new standards adoption or 6 years after the previous review

Mandates that publishers seeking inclusion in the department's curricular materials report must make materials available for sale for at least 6 years and grant licenses allowing schools to reproduce materials in large type, Braille, and audio formats for students with disabilities

Requires school corporations to make unused school buildings available to charter schools for lease at $1 per year or sale for $1, with the failure by a superintendent to list unused buildings or transfer them to requesting charter schools constituting willful neglect of duty

Repeals provisions requiring the State Board of Education to establish and administer educational service centers, instead allowing school corporations to voluntarily establish such centers to serve their common needs
