Recognizes Gipson's military service in the U.S. Army from July 27, 1944 to April 10, 1947, and in the Air Force from 1948 to 1949.

Acknowledges Gipson's combat experience with C Co., 2nd Infantry Regiment, 5th Division, 3rd Army, his capture as a prisoner of war, and his liberation near Berlin.

Notes Gipson received two Bronze Stars, a Purple Heart, POW Medal, Good Conduct Medal, American Campaign Medal, European-African-Middle Eastern Campaign Medal, WWII Victory Medal, Combat Infantry Badge, and Honorable Service Lapel Button.

Directs the Secretary of the Senate to transmit a copy of the resolution to Gipson, American Legion Post 13, and VFW Post 6195 in Nashville, Indiana.
