Urges the legislative council to establish a study committee to examine Indiana law requiring undocumented students to pay out-of-state tuition rates at Indiana's seven public institutions of higher education.

Committee should study ways to allow undocumented students to obtain affordable college education, potentially including charging resident tuition to students who can demonstrate three consecutive years of Indiana residency immediately before admission and graduation from an Indiana high school.

Notes that recent changes to Indiana law could potentially triple the cost of higher education for undocumented students whose parents have been Indiana taxpayers for many years.

Committee, if established, will operate under the direction of the legislative council and issue a final report when directed by the council.
