Urges the Legislative Council to require the Department of Child Services (DCS) to report its policies on child abuse and neglect to the Health Finance Commission

Requires DCS to submit both oral and written reports to the Health Finance Commission before October 31, 2012

Mandates reporting on DCS policies and procedures for removing children from homes in cases of alleged or substantiated child abuse or neglect

Requires DCS to report the number of reports filed against a parent, guardian, or custodian before a child is removed from the home

Requires DCS to disclose the number of substantiated child abuse or neglect claims in 2011 and the actions taken for each claim
