Urges the legislative council to assign Medicaid fraud issues to the Select Joint Commission on Medicaid Oversight for study during the 2012 legislative interim.

Directs analysis of amendments to the False Claims and Whistleblower Protection Act (IC 5-11-5.5) to maintain federal financial incentives related to false or fraudulent Medicaid claims.

Requests examination of modifications to subpoena powers to enable more efficient investigations of Medicaid fraud, including authority to require written interrogatories and sworn oral testimony.

Calls for review of federal matching fund usage by the Medicaid fraud control unit for data mining activities and appropriate restrictions on such activities.

Directs consideration of surety bond requirements for new Medicaid transportation providers and those changing ownership, and designation of fraud control unit investigators and attorneys as special law enforcement investigators.
