Proposes studying whether the Indiana Economic Development Corporation should be authorized to designate one rural county as a "rural entrepreneurship area development incentive area"

Under the rural entrepreneurship proposal, state income taxes withheld from employees of new businesses in the designated area would be transferred to the rural county to develop new business opportunities
