• Requires school corporations to make vacant or unused school buildings available for lease or purchase by charter schools for $1 per year or $1, respectively, with limited exceptions

• Allows school corporations to designate buildings as "Unavailable" for two years if they may reclaim them for classroom instruction, but must change designation to "Available" if not reclaimed or if unused one year after reclamation
