IN HB1029

Expands the definition of "interested person" in adoption cases to include relatives of adoptees, relatives of birth parents, and pre-adoptive siblings effective July 1, 2013.

Allows any interested person to petition a court with probate jurisdiction to request release of medical, identifying, or nonidentifying adoption information not available through the state registrar.

Modifies petition requirements to allow relatives of adoptees and relatives of birth parents to demonstrate welfare benefits or good cause for information release, in addition to adoptees and birth parents.

Requires courts to appoint a confidential intermediary after the state registrar is notified and given opportunity to respond, if petitioner shows emergency medical need, good cause for welfare, or interest in contact with pre-adoptive siblings.

Petitioner must agree to pay reasonable fees for confidential intermediary services and reasonable fees and expenses for attorney, child placing agency, or health care provider records searches.
