Expands the definition of "qualified provider" eligible to enter guaranteed energy savings contracts with local government entities to include licensed architects, in addition to licensed professional engineers.

Changes language from "energy conservation engineering services" to "energy conservation design services" to reflect the inclusion of architects alongside engineers.

Applies to contracts for conservation measures executed after June 30, 2006, allowing both architects licensed under IC 25-4 and professional engineers licensed under IC 25-31 to provide design services.

Requires qualified providers to be directly employed and supervised by the contracting entity, with license numbers included in proposals for both architects and engineers.

Effective date: July 1, 2013.
