Adds definitions to Indiana Code regarding blood, blood products, and human cells/tissues (HCT/Ps) to align with federal FDA standards and clarify what constitutes "blood" versus tissue products.

Requires blood centers to perform screening tests on donor blood before distribution for use, with exceptions for documented medical emergencies where patient consent is obtained and results provided immediately after testing.

Allows autologous and other non-distributed blood donations to proceed without screening test completion if the attending physician is informed of results and the blood center agrees to distribute.

Modifies blood donor information requirements to mandate collection of Social Security numbers only when donors receive monetary compensation for donations.

Updates criminal statutes regarding HIV-contaminated blood transfer to use the new "blood" definition and clarify exemptions for autologous donors, research purposes, and non-distributed donations; effective July 1, 2013.
