Amends Indiana Code to permit state public agency governing body members to participate in meetings via electronic communication if the method allows simultaneous communication among all members, public attendees, and remote participants

Requires a minimum of either two members or one-third of the governing body to be physically present at the meeting location, with all votes taken by roll call

Mandates each governing body member attend at least one meeting in person annually and requires majority vote approval of a participation policy before electronic meetings can occur

Allows governing bodies to adopt policies limiting electronic participation through advance notice requirements, caps on participants per meeting, and restrictions on deciding votes by remote members

Exempts committees of state educational institution boards of trustees and the commission for higher education from minimum physical presence requirements
