HB 1091 Summary

• Creates a blue alert program operated by the Indiana State Police Department to notify the public when a law enforcement officer is killed, seriously injured, or missing in the line of duty.

• Authorizes blue alerts to be issued when a law enforcement agency requests one and the department determines a suspect remains at large posing imminent threat, or an officer is missing under circumstances warranting safety concern.

• Requires participating broadcasters and electronic billboard operators to immediately and repeatedly disseminate blue alert information to the general public under voluntary agreements with the department.

• Provides civil liability immunity to broadcasters, billboard operators, and website operators that participate in the blue alert program for information received from and displayed on behalf of the department.

• Effective July 1, 2013; defines "law enforcement officer" to include state police, sheriffs, city/county police, correctional officers, probation officers, and various other law enforcement personnel.
