House Bill 1103 Summary

• Governor designates up to 11 Indiana regional work areas throughout the state in consultation with the Indiana Economic Development Corporation.

• Establishes an Indiana regional work area council for each work area, appointed by the governor, to identify vocational and technical job skills needed and designate up to 5 career, technical, or vocational training programs eligible for scholarships.

• Students enrolled in public or accredited nonpublic secondary schools may receive scholarships from councils for approved career, technical, or vocational programs that offer associate degrees, technical certificates, or apprenticeships through on-campus, off-campus, or telecommunication instruction.

• Each work area fund consists of donations, with donors eligible for income tax credits; funds administered by the Department of Workforce Development and annually audited by the State Board of Accounts.

• Effective July 1, 2013; expands the definition of "eligible student" and "participating school" to include secondary students in approved regional work area career, technical, or vocational programs.
