• Allows affiliates of wholesalers holding carrier's alcoholic permits to provide logistic services including delivery, transportation, storage, and warehousing of all types of alcoholic beverages.

• Requires carriers providing logistic services to enter written agreements with wholesalers and charge commercially reasonable fees.

• Mandates carriers annually submit to the alcohol and tobacco commission copies of all written agreements and certified public accountant reports verifying proper compensation.

• Prohibits carrier's alcoholic permits used for logistic services from being transferred and bars carrier employees from providing post-delivery merchandising or sales services to retailers.

• Effective July 1, 2013.
