Requires the Indiana Finance Authority to conduct a feasibility study on constructing and operating an academic medical center and trauma care center in Gary, Indiana

Redirects $3 million previously appropriated in 2009 from the tobacco master settlement agreement fund for architectural and engineering work to now also cover the feasibility study

Shifts the appropriation period from the 2009-2010 biennium to the 2013-2015 biennium (July 1, 2013 through June 30, 2015)

Mandates the authority to report feasibility study findings before July 1, 2015 to the governor, state health department, budget committee, legislative council, and other requesting agencies

Sets an expiration date of July 1, 2015 for the appropriation provision
