Candidates defeated in a primary election, at a convention, or by a caucus are prohibited from becoming a candidate for any office in the next general or municipal election, expanding the current restriction which only bars them from running for the same office

Write-in candidates must certify in their declaration of intent that they were not defeated in a primary, convention, or caucus for any office on the ballot for that election

Independent and minor political party candidates filing petitions for nomination must certify they were not defeated in a primary, convention, or caucus for any office on the ballot for that election

Repeals existing provisions that allowed defeated candidates to be appointed by their political party to fill ballot vacancies in subsequent general, municipal, or special elections
