• Allows fire departments of townships or fire protection territories in Marion County to consolidate into the consolidated city's fire department if the mayor adopts a resolution and the city-county council adopts an ordinance approving the consolidation.

• Transfers all property, equipment, records, rights, and contracts of consolidated fire departments to the consolidated city, with employees transitioning to become employees of the consolidated fire department.

• Pre-existing indebtedness of the township fire department remains the township's debt and is not assumed by the consolidated city.

• Firefighters from the 1977 and 1937 pension funds retain their membership status and receive credit for prior service upon consolidation.

• Effective July 1, 2013, with the consolidation effective date set forth in the city-county council ordinance; requires independent performance audits before March 1 in the consolidation year and the following two years.
