Allows property owners whose land is within 300 feet of or adjacent to an abandoned structure to repair, clean up, or maintain that structure and claim a lien on the property for the lesser of fair market value or $10,000

Neighborhood associations, homeowners associations, and community organizations may perform the work and assert liens on behalf of member property owners within their geographic boundaries

Liens take priority over subsequently created liens and mortgages, and attach once a statement and notice of intention is recorded with the county recorder within 60 days of completing the work

Requires the person asserting the lien to send written notice to the abandoned structure's owner at least 10 days before commencing work, with only one notice required per calendar year regardless of how many times repairs are made

Liens expire and become void if not enforced through a court action within one year of recording; successful plaintiffs are entitled to recover reasonable attorney's fees as part of any judgment
