Freezes the soil productivity factors used for agricultural land assessments at the March 1, 2011 levels, prohibiting the Department of Local Government Finance from changing them by rule without legislative authorization

Requires soil productivity factors used in agricultural land assessment to be approved by the Purdue University School of Agriculture

Mandates the Department of Local Government Finance to submit proposed new soil productivity factors, methodology explanations, county-level data, and stakeholder testimony to the Commission on State Tax and Financing Policy and relevant interim study committees by November 1, 2013

Takes effect retroactively to January 1, 2013, with emergency passage provisions
